If no annual report is required, are there no other obligations?

Other obligations may still apply, including tax filings, licences, maintaining a registered agent and updating registration details. An annual-report exemption does not remove those requirements.

What does the source review date mean?

Does withdrawing a foreign registration dissolve the company?

Usually not. Withdrawal ends the company’s registration in that state. Its continued existence depends on its status in its formation jurisdiction. Dissolution is a separate process.
